This document contains a two-day-workshop that can be given by anyone who has a good basic knowledge about quality, e.g. from professional life. A step-by-step planning schedule facilitates the preparation of the two days. A presentation is available to support the sessions as is a list of other materials.

This policy endorses the Girl Guiding and Girl Scouting Method as a means of enabling adult members to gain the necessary knowledge, skills, values and attitudes to ensure the delivery of high quality Girl Guiding and Girl Scouting educational programmes.

The concept of the Tool Kit was developed by the Europe Region of WAGGGS following the WAGGGS Forum 3, held in November 2001. It was decided to follow up this Forum with a Tool Kit that would be a practical support to Associations wishing to develop a recruitment and retention plan for their Association. Later, it was decided in conjunction with the other Regions, to develop this tool kit for use by Member Organizations around the world as the issue of declining membership is not limited to one or even two Regions.
