23rd EUROPEAN SCOUT CONFERENCE – Announcing two Crowdcasts in preparation of the Conference (Conference Circular 09)
As part of our commitment to implementing the new Rules of Procedure for the European Scout Conference, and in advance of the deadline for the receipt of draft resolutions from National Scout Orgaoizations, 24 May 2019, we advise that the European Scout Region will host a number of Crowdcasts:
- 12 June 2019 at 20.00 CEST, 8pm.
Crowdcast on draft resolutions proposed for the 23rd European Scout Conference. We will invite all proposers to present their proposals during this Crowdcast.

Crowdcast on the Financial Report to be made to the 23rd European Scout Conference. The Treasurer will present the key aspects of his report and take questions.

RECIRCULATION – FOR REVIEW: Draft Memorandum of Understanding (Joint Communication 04)
The European Regions of WOSM and WAGGGS are recirculating Joint Communication 04 2019 with which they had shared with you for review the draft Memorandum of Understanding on Strategic Partnership between the European Regions of WAGGGS and WOSM.
=> We would appreciate if you could share with us any feedback by 25 May 2019. You may send your comments to the Joint Conference Secretariat, to the Regional Office or through your Committee Contact.
16th EUROPEAN GUIDE AND SCOUT CONFERENCE – Call for Agenda Items, draft recommendations and proposals for amendments & draft Rules of Procedure (Joint Conference Circular 02)
The Europe Committee WAGGGS and the European Scout Committee of WOSM are pleased to share with you Joint Conference Circular 02 [english, french], which concerns the Call for Agenda Items, the Call for draft Recommendations and Proposals for Amendments as well as the proposed Rules of Procedure [english, french] for the 16th European Guide and Scout Conference, which is scheduled to take place in Split, Croatia, from 24 to 28 August 2019.
Please not the different deadlines:
- Call for Agenda Items: Please be advised that the deadline for submissions is 25 May 2019. Please send your proposals to agenda16egsc@europak-online.net.
- Call for draft Recommendations and Proposals for Amendments for consideration by the 16th European Guide and Scout Conference NOT concerned with work in partnership should be submitted by Saturday 24 August 2019 at 19.30 CEST (sent to recommendations16egsc@europak-online.net using template A [english, french] and template B [english, french])
- Draft Rules of Procedure for the 16th European Guide and Scout Conference [english, french]: these have been approved by the two Committees during their joint meeting on 9 March 2019. Should you wish to submit proposals for amendments fo provisions of these Rules of Procedure, please do so in writing (to rop16egsc@europak-online.net) no later than 25 May 2019, using template B [english, french].

23rd EUROPEAN SCOUT CONFERENCE – Draft Resolutions proposed by the European Scout Committee (Conference Document 04a)
The European Scout Region of the World Organization of the Scout Movement (WOSM) is pleased to release Conference Document 04a which presents you with draft resolutions proposed by the European Scout Committee for consideration by the 23rd European Scout Conference taking place in Split, Croatia, from 24 to 28 August 2019:
Please note that for the time being, the current version of this Conference Document 4a contains the texts of the proposed draft resolutions only. Brief explanations or justification as well as background information, including resource implications, will be shared in June when the ongoing preparatory work of the next Regional Scout Plan will have been concluded.
