Scouting for All – Training on “A 360° approach in understanding and exploring Roma cultures within a Scouting context”. The European Scout Region (ESR) applied successfully to the Council of Europe – European Youth Foundation for the implementation of its Work plan on Diversity & Inclusion. In the coming three years and within its overall strategic objective on Diversity & Inclusion, the ESR is to address Social Exclusion as a whole. To better respond to the needs identified by NSOs, the ESR is to implement a series of specific trainings for organisations directly engaged with young people from excluded and vulnerable groups such as Roma, migrants, LGTB, gangs and other. To start the series of trainings, we selected the Roma issue as the most important and relevant matter to a number of organisations, in particular in South Eastern Europe but not only.
The training is built in collaboration with The European Network of Equality Bodies – Equinet, Brussels (for more information, see Equinet). Expertise and experiences will be made available to participants being from the local groups and other actors such as local authorities, civil society organisations and NGOs. This specific training of 4 full days will bring in additional thoughts, methods and practices to broaden the views and perspective of participants in Diversity & Inclusion and in particular to understand and explore Roma cultures and identify the challenges on how to reach them and how to support them to make their voice heard and to play an active role and contribute to the development of their communities.
Participants will be requested to research information from their respective countries prior to the training (legislation, figures, facts).
The Aims of the training are:
- To better reach out, especially towards the most excluded groups of young people
- To better understand, target and respond to the needs of the most excluded groups of young people (participatory approach elements)
- To Coordinate with other actors and partners active in this field
Objectives
- During the training, the participants will:
- Understand the concept of Diversity & Inclusion.
- Gain awareness about Roma cultures, traditions and needs.
- Understand the socio-economical context that influences the (current) situation of the Roma communities.
- Shared experiences of inclusion of Roma, both by facilitators and participants.
By the end of the training, the participants have:
- Developed a common understanding of the Diversity & Inclusion concept of the European Scout Region
- Gained awareness about Roma cultures, traditions and needs
- Understood the socio-economical context that influences the (current) situation of the Roma communities
- Generated common understanding about the advantages of inclusion of Roma, both for scouts and the communities
- Experiences of inclusion of Roma, were shared, both by facilitators and participants
- A concrete action, to be implemented within one year, was developed by each participant.
Methodology
In order to meet all the learning styles and needs, a variety of Scouting methods will be used, such as: presentations, case studies, Open Space Technology, self directed learning, fishbowls, world café, role-plays, debriefs, simulations, brainstorming and reflection groups.
Preparatory work and follow-up The participants will be requested to research information from their respective countries prior to the training (legislation, figures, facts, other).
The participants and their NSOs/NSAs agree to implement at least one project in favor of Roma community. Follow-up actions such as
reports and visits from the pool of consultant on Diversity & Inclusion will be organised.
Participants profile
This training is for:
- Young volunteers aged 18 – 30
- Active at regional or national level – local leaders can be accepted if requirements are met
- Already working or are planning to work in the field of the training topic in their NSA/NSO
- Able to plan, set up, implement and coordinate actions and get in touch with local groups
- Previous experience in working with excluded groups and/or communities is an asset.
- Able to communicate well in English
- + Professionals or volunteers above 30 years old
Limited amount of places available but with an impact on the price of the participation fee.
The participants are expected to work during the training on a concrete project that they could implement in their NSO or NSA.
Number of participants The event is designed to accept up to 36 participants from 18 NSOs (2 participants by sending NSOs).
16 participants are supported under the Council of Europe – European Youth Foundation. The partner countries are: Bulgaria, Czech Republic, FYRO Macedonia, Hungary, Romania, Serbia, Slovakia and Turkey. 20 participants are supported under the Messengers of Peace – European Region.
Few additional participants can be accepted providing the sending NSO is paying the full amount of the training (first in – first served will be applied).
Applications will be thoroughly reviewed and evaluated. Priority will be given to NSOs and young people having experience in working with excluded groups and / or communities.
Particular attention will be given to the participation of Roma leaders.

Participants should arrive on 8 November and depart on 13 November 2014.

Participation fee
Participants under the CoE – EYF
The participation fee is EUR 50.00 for participants under the support of the CoE – EYF
The fee covers all accommodation and meals from the evening of SATURDAY, 8 NOVEMBER 2014 to breakfast on THURSDAY, 13 NOVEMBER 2014. The fee covers all programme materials and documentation. The travel costs from the country of residence to Belgrade, Serbia and return will be reimbursed up to 70%, on the basis of agreed travel costs between the organisation and the organizer of the event.
Participants under the MOP
The participation fee is EUR 100.00 for participants under the support of the MOP.
The fee covers all accommodation and meals from the evening of SATURDAY, 8 NOVEMBER 2014 to breakfast on THURSDAY, 13 NOVEMBER
2014. The fee covers all programme materials and documentation.
The travel costs from the country of residence to Belgrade, Serbia and return will be reimbursed up to 70%, on the basis of agreed travel costs between the organisation and the organizer of the event.
All other participants
The participation fee is EUR 200.00 for participants not under the support of the CoE – EYF and the MOP.
The fee does not cover travel costs from the country of residence to Belgrade, Serbia and return.
Bank references and details for paying the seminar participation fee will be advised to all participants in the Scouting for All – Training on “A 360° approach in understanding and exploring Roma cultures within a Scouting context” acceptance letter.
Travel arrangements
Please note that completion of the application form does not necessarily mean that applicants are accepted onto the event. Please do not book travel until participants have been selected, and have been advised in an acceptance letter which will be send by 10 OCTOBER 2014.
Only then should they make their own travel arrangements and obtain a visa, if necessary. If you require an official invitation to obtain a visa, please indicate this clearly on your application form. Please be aware, that it may take up to six weeks to obtain a visa, so please send your visa form with the application form in order to allow sufficient time for that process.
